Engineering Infrastructure
Housing and utilities infrastructure plays a significant part in city economy. It’s efficiency is a key to normal functioning of public amenities and quality of urban living.
Rapidly developing industry and home building in present day Omsk require faster growth and modernizing of engineering infrastructure as well as energy and resource saving technology implementation.

Omsk City Authorities currently work on integrated development plan of engineering infrastructure for the period through to 2025 with the following guidelines:
- sustainable long-term growth of engineering infrastructure in response to demand coming from real estate development;
- engineering infrastructure reliability and energy efficiency;
- reduction of environmental and health impact;
- quality improvement in energy, gas, heat and water supply as well as water and solid waste disposal.

The heat supply plan for the period through to 2030 was developed to improve conditions for the development of heat supply system in Omsk; The organizations in the utilities sector implement their own investment programs in heat supply: those are the investment program of Omsk municipal company "Teplovaya Kompaniya" for the period of 2015–2030, the investment program of JSC "OmskRTS" for the period of 2016-2018 and the investment program of Omsk Branch of JSC "Territorialnya Generiruyushchaya Kompaniya No. 11" for the period of 2015–2017.
Omsk municipal company "Teplovaya Kompaniya" has on its books 52 central heat distribution stations, 11 heat transfer pumping stations, 1 group heating plant, 10 individual heating plants, and 25 boiler stations.
Electric Power Supply Sector
Electric output of the heating power plant of JSC "Territorialnya Generiruyushchaya Kompaniya No. 11" is 1,520 MW. JSC Omskelectro operates more than 3 thousand km of underground power cables of 0.4-10 kW, more than 1.5 thousand km of overhead high-voltage lines of 0.4 kW, 1,515 electrical substations and 93 distributing points.

Drinking water samples are examined in the laboratory on hourly basis
On the territory of Omsk, JSC OmskVodokanal is the guaranteeing organization for the centralized system of cold water supply and water disposal. JSC "OmskVodokanal" services over 1.7 km of water supply networks and 1.2 km of sewerage networks.
City is supplied from four first stage water intake facilities on the Irtysh River with their total capacity of 1,871,000 cubic meters per day.
Water purification and disinfection for the city infrastructure is carried out at treatment facilities with total capacity of 706,800 cubic meters per day.
The capacity of equipment for treatment of sewage and industrial effluents is 621,000 cubic meters per day.
93 sewage pumping plants operate in the territory of the city of Omsk.
Energy Efficiency and Resource Economy
Energy Saving and Energy Efficiency Improving in Years 2014–2020—that’s the title of city-sponsored program designed for city-financed organizations, industry and public services. Being one of the strategic tasks for city leaders, this program was signed into law by the Order of Omsk City Authorities No. 1165-p on October 14, 2013.
To improve energy performance of municipal buildings, a pilot project was launched with the assistance of European Bank for Reconstruction and Development. As a result of open tendering procedure, 6 schools (No. 34, 36, 49, 135, 137, 144) made performance contracts with LLC Kretus for a period of 7 years.

Omsk City Authorities building night-time lighting
Omsk City Authorities also explores the possibility of:
- now in progress is testing of outdoor LED lighting to identify the most feasible technical solutions to be utilized in Omsk; currently the possibility of concluding energy service contracts for the city's outdoor lighting system is being studied;
- works are underway to reduce the consumption of energy resources in social institutions (replacement of internal lighting with energy-saving analogs, reconstruction of metering units with installation of automated systems for commercial metering of heat and electricity consumption, etc.);
- in collaboration with investors, the projects are being developed for the modernization of heat sources with the projected transfer of municipal boilers to the cogeneration process (combined generation of electric and thermal energy) and also for the construction of solid domestic waste processing plants.
